Typographic character units need to support Aksharas. I don't think this proposal addresses the full set of rules defining 'aksharas'. Using grapheme clusters or conjuncts as defined in Unicode TR29 don't work for all Indic language use cases. cc: @muthunedumaran @VivekanandaPan2
