A pwa for specs would be useful I think. Sometimes I want to look something up and follow links but I don't have a connection. Probably a small audience, but useful

I was thinking of having interns this summer build something like that...

I wonder if you could add in bikeshed/respec so that at least the majority of specs get it pretty instantly/low friction / @tabatkins @marcosc

Problem is that SWs install to the domain, so we'd be claiming url space. Need W3C signoff for it. (Interested in this, tho.)

Maybe @w3cdevs could help us navigate that? I'm not sure where to start that conversation really
