sorry there is no clear answer on "when" as of today - as you may have seen, this has been discussed on github as part of github.com/w3c/css-validator… but the right solution has not been identified yet; likely a first step will be to ignore them rather than mark them as errors…

This specification defines two profiles #TTML 2: a text only profile and an image-only profile. Both profiles are intended for #subtitles and #captions delivery worldwide, including dialog language translation, content description, captions for deaf and hard of hearing, etc.
