Payment Handler is about enabling Web-based #payment instruments based on #ServiceWorker

This allows a merchant using the Payment Request API to offer Web apps among the accepted payment instruments. (along eg. credit cards & native apps). If the user picks that instrument, a Service Worker from the said Web app gets spawned and is used to process the payment.
