Will there be a clear way for public sector bodies to move to 3.0 without risk? As 2.1 AA is written into legislation, I'd hope there is a clear way to benchmark 2.1 against 3.0 so that we don't get stuck adhering to an old standard just because the law takes so long to catch up.

In will be a few years until WCAG 3 is done. After it’s more stable, WAI will provide material such as mapping between WCAG 2 and 3 requirements. And, there is time for policy makers to update guidance. See more info at w3.org/WAI/wcag3#timeline ~Shawn
