Using the phrasing “REST over HTTP” is a sure sign someone doesn’t know what they’re talking about

Sounds pretty accurate to me; what is the offending part here to you?

it's that most people who use the phrase don't know what either HTTP or REST means

Here I thought I know what they both mean, and use the phrase to describe the arch style and impl protocol.
