why would you ask someone to do all the work of proposing then spring it on them that they have to pay to attend?

I know many organizers who offer to pay for travel, a fee, or both if asked to, but don't actively advertise it.

Why not? it makes a huge difference to know if you can actually attend or not before you prepare a proposal.

They fear that more people will ask for reimbursement if they actively offer it. Admittedly I’m not sure this is a reasonable view.

I don’t think we disagree. I completely agree it’s preferable from a speaker’s perspective and it helps diversity.
