Does a Head of Development need to be on top of current technologies? Should he be able technically understand what teams are doing?

@stilkov @owehrens I know cases where that leads to micromanagement and a head of development doing bad architecture work.

@ewolff @owehrens Sure, they can make bad decisions, like any other manager. Unsure how their being incompetent would help.
