Where does the expectation that laws would not apply come from? If I provide some e-commerce service to US citizens, would I not have to comply with US tax law?

If you don’t comply with consumer laws than you can get sued, and that applies to federal and state laws (taxes are collected by states, based on nexus, so not a good example)

Actually, potentially yes. For example some of my US clients require W8 forms to explain why they shouldn’t withhold part payment for tax purposes. The forms are used for me to declare that I operate in a country that has an appropriate tax treaty with the US
