I get the point being made - I do wonder if there are other factors in play here: the like topic percentages of the news feed, if someone follows politics, people in similar images users have liked previously, etc.

The algorithm adds metadata to the images, which is shared with official Twitter clients (web and iOS) but isn't exposed via any APIs. The crop is applied client-side based on that metadata. But as far as I know it is the same metadata, and the same crop, for all users.
