I’m slightly puzzled as to why a departing head of government in a democracy should be able to pardon convicted murderers, but I’m sure there’s a perfectly rational explanation

On one hand executing laws not always leads to justice as any system has edge cases, so having a pardon seems feasible. On the other hand electing a president not always leads to democratic leadership as the voting process has edge cases, so having a pardon seems unjust.

you're in for a treat: they can even pardon fellow cronies preemptively. they maybe can even pardon themselves... that last one blew my mind.
