It's been my experience that many of those disparaging RUP didn't know much about it. For example, that it includes implementation, testing, and deployment activities throughout the entire lifecycle:

Sorry - a bit overly snarky! By the comparisons of the day, RUP was very structured and heavyweight, but that didn’t mean it didn’t have some good ideas. DSDM, a contemporary process, was closer to modern processes now.

RUP wasn’t really “heavyweight”. Teams were supposed to use it as a process framework, not do everything! I worked on a project where Rational tailored the process to be quite lightweight.

I remember there was some RUP tooling (can’t remember whether it was before or after the IBM acquisition) that was basically just a set of document templates, with an absolutely ridiculous price tag
