PDFs: there's a definite need to provide people with a snapshot of all the content as a PDF, ebook, or other offline format. It's straightforward to make lots of these things from HTML content, whereas it's neigh impossible to turn a PDF document into anything else. Markup first.

How would it be any better than a self-contained HTML or ePub? PDF is practically impossible to read on a phone.

You could create snapshot PDFs for every important revision. But still start with HTML.
