If CSS behaved differently under HTTPS than HTTP — how would that effect you? Say if all new CSS (anything invented after 2020) only worked via HTTPS, and was ignored on HTTP. Thoughts?

To answer your questions: The reason some folks advocate for keeping all new CSS from working without HTTPS is as a way to get more people to switch to using HTTPS. It’s clear that anything with a security concern should be HTTPS-only. This isn’t that.
