As far as I can tell, yes. But I've also got screenshots of being able to see tweets by people who blocked me, so I assume their systems are pretty buggy
My most important mute word, protecting me from constantly getting annoyed by stories of the dumbest US president in history, is constantly ignored. So yes, their stuff seems to be quite buggy indeed
