They come in two groups, those who suppresses their own population (North Korea) and those with regional / geopolitical agendas (Russia, Saudi Arabia)

I don't think nations are generally bad. It's usually the regimes that are problem. And often these are transient. Albeit sometimes it feels like they're permanent.
