The reason I personally believe the answer should be yes is that there’s really no excuse to exclude citizens who don’t happen to run a compatible device, and this far outweighs the (very few) benefits. Yet these things are built again and again.
Unless there is a mobile web version first, government agencies should never be allowed to build an iOS, Android or other native app
