I think I just found the post you are referring to. I have to agree, tracking bugs is important. How bugs are handled is a completely different topic. I really like the Zero-Bug-Policy. My team is working with this for a couple of months now and we are quite happy so far.
There is also no way to not have a bug tracker - if it‘s only in the head of the developers / PO / reporters / post-its it‘s just a terrible bugtracker, but one nonetheless
