The problem is that you’d have to get the committee-driven organization the three of you donated UML to to agree what those 20% are ;)
Yes, 20% is the essence of UML. Why not identify these 20% and make the Kernel of UML with ability to extend them to special interest groups with the remaining 80%? The Kernel must be designed so that it doesn't change because of the extensions.
