Alternatively: "Daycare is offered for free for all children in poor areas, and if you do not make use of this free service, you lose your childcare benefits." I know it's a controversial topic, but the NYTimes rhetoric strikes me as unnecessarily polarising. Or is it just me?

It‘s perfectly fine if the same rule applies to everyone. If it’s based on where you live and how much you earn, that does not seem to be the case, does it?

Well it depends how you see it I guess. "Free daycare if you earn less than X" I'm kind of dumbfounded at having this presented as a human rights violation

That was their wording, and one of the things that bugged me. The "punishment" for not complying is withdrawal of benefits you wouldn't even receive in the first place in the US.
