Alternatively: "Daycare is offered for free for all children in poor areas, and if you do not make use of this free service, you lose your childcare benefits." I know it's a controversial topic, but the NYTimes rhetoric strikes me as unnecessarily polarising. Or is it just me?

I don鈥檛 know; is the same law applied to everyone regardless of their religion, income, ethnicity?

If it's the same policy that's being discussed in Norway (I think so) then I'm pretty sure it's based on income and where you live. To encourage participation in the workforce for parents + a better start in life for poor kids.

I'm an immigrant to Norway. I would have thought it reasonable that my children were required to attend state-provided day care in order to learn the language from the get-go, in exchange for other child benefits, as neither me nor my wife are Norwegian. As it happens, they did.
