basic income (with a phaseout) seems better than welfare given welfare's incentive not to work. what are the best reasons against it?

@sama Phaseout == No Phaseout. Net tax = gross tax - benefit received.

@sama a modernized Earned Income Tax Credit would be the way to go (give credit monthly rather than annually)
