You make it sound like a surplus is responsible for ranking CA 3rd worst. $100 billion is nothing. It's a mere $2,500 for everyone in CA, not even enough to make rent for a month. CA is 3rd b/c its budget is pissed away on regulation, not pro-production that employs the idle.
