One party rule leads to poor political decisions. We have zero political competition in Sacramento so people who run for office care more about kissing the party purity ring then passing legislation to enact true change. Southern states deal with the same problem.

Part of the problem here is the Gann limit. We have that surplus but we can’t actually direct it to the kinds of government services and investments that we need.

As a parent "student success" becomes the primary factor, and the ranking start to make more sense about where people live.

At DMV they had 2 examiners for driving test. They found it ok to let us wait 2 hours in line then hire more people.

CA isn’t actually 3rd worst. Sure enough, the methodology is indirect and complex. Would get better results by surveying people who’ve lived in multiple states.
