i think worldwide tech salaries may equalize pretty fast--doesn't make sense for companies to pay differently for the same work depending on where people live if everyone is remote anyway--and its going to have some pretty interesting effects

This is already the case What you don’t pay somewhere you pay it somewhere else (your time, quality, redoing, debugging) It’s just a matter of time before you notice that what you pay is what you get

Does this prediction come from an “ought” (people ought to be paid the same for the same work) or from incentive structures? Assuming the same pool of money to hire people, wouldn’t salaries of competitive markets need to fall to increase salaries of less competitive markets?

This makes no sense. They are not going to pay people in low cost locations more, and they can't pay people in high cost locations less. Also remote work works only to an extent. In-person interactions still improve efficiency significantly and are crucial for training.

It’s also about the cost of living in a particular area… if what you say becomes true, then all those jobs would go to to people who live in countries where cost of living is lesser. Would actually create a huge disparity

Not exactly. This is not how economy works. Businesses will always pay minimum wages that prevent their employees from leaving. This depends on citizenship, living costs, taxes, culture and other factors. May be high for a region, but not equal or only that high for small %
