Let's take a walk: doi.org/10.1145/3178876.3186… -> dl.acm.org/citation.cfm?doid… -> dl.acm.org/ft_gateway.cfm?id… -> delivery.acm.org/10.1145/319… Ouch! Is this the intended identifier that users should share or is the user expected to remove the query parameter in order to not expose anything silly!

It is a complete disaster. If you now fetch the final URL: delivery.acm.org/10.1145/319… , you'll get HTTP 403: " Access Denied You don't have permission to access "delivery.acm.org/10.1145/319…?" on this server. Reference #18.27e033c1.1524657959.ba4c6c5 "

That's a bummer but may be that's a temporary bug. ACM is still working on the system. It's new for them... I could not reproduce the problem with a random paper. May be try to access the same paper again from the website or the webapp, and you will get another working URL.

I can reproduce from a different IP using Firefox/Chromium. Can you start from: doi.org/10.1145/3178876.3186… . There are 4 URIs involved, and the last one (for the HTML) is the one with the IP/key/session.. information in the query.
I'm sure they'll iron out some stuff but none of this comes as a surprise. Publishers tend to find ways to mangle URIs, track user behaviour, make machine-discovery difficult/impossible, apply arbitrary access restrictions even if stuff is "#OpenAccess" eg
If any doubt about how horrible/useless for-profit 3rd-party publishers eg can't link to PDF b/c non-persistent URL: onlinelibrary.wiley.com/stor… is now 403; ~10m lifetime! Closest reference to the PDF is iframe onlinelibrary.wiley.com/doi/… . That is faking #OpenAccess #OpenScience
