It is a complete disaster. If you now fetch the final URL: delivery.acm.org/10.1145/319… , you'll get HTTP 403:
"
Access Denied
You don't have permission to access "delivery.acm.org/10.1145/319…?" on this server.

That's a bummer but may be that's a temporary bug. ACM is still working on the system. It's new for them...
I could not reproduce the problem with a random paper. May be try to access the same paper again from the website or the webapp, and you will get another working URL.
