in Los Angeles, people passed out on the street / sidewalk is regular scenery. I'd feel differently in a smaller locale.

Definitely! Same in Las Vegas. ESPECIALLY The Strip. This fella was practically IN THE STREET. One roll over? Bam! Roadkill.
