The idea that the Web is either declarative OR programmatic is a false binary. Both are possible. We need all of it to achieve true quality.

Fair enough, but I believe we need HTML/CSS and should embrace that rather than shun it.

It's not "just" you but it is becoming a specific perspective in approaches to Web dev due to vast adoption of JS Frameworks.
