kinda depends where. Eg in airport - sure feel safe. Walking downtown & see crowd in strange city at night - no not safe

So would be by context for you-makes sense. I have felt unsafe only from individuals, never crowds so long as there's a clear exit.

yeah context is important & yes individuals or small groups (3 or 4 youth on street)
