I think #a11y is more "quality of craft" than ethics. Interaction is what we DO! Any limited access is a design failure. What do you think?

Were #a11y "for charity" it would lose. To me #a11y is iterative attitude of learning and improving. So yes, craft.

Yes, this! "iterative attitude of learning and improving" - describes not just craft but life, at least to my way of thinking :)
