My new neighbors got a sweet little dog, but they leave him on the back patio and he whines and barks all day, driving me nuts. What to do?

Either address it with them directly now (they may not be home/aware?) or look at your city's bark/noise ordinance.

LOL! Not the dog's fault. He's stuck outside, he's a puppy, he hears the traffic, he's scared. It's the people who I'm mad at.
