Who was that idiot, claiming HTML and CSS, is not a programming language? It's way more complicated, compared to, the SQL I normally do.

SQL is considered declarative as well that may be why it seems natural to think of it as programming. It's not wrong to think that way it's just a contentious issue related to turn complete and perspectives in computer science circles.
