What's so hard about creating and maintaining a single standard for these platforms?

The same difficulty as is creating any standard and expecting people to adhere to it, much less notice, or care, unless they're compelled to by incentive or threat. Why is it so hard maintaining a standard for human behavior? Maybe start there. And good luck!
