If we write HTML that has no content just the head title body and metadata with script and style elements to external style and script is it really a hypertext markup language at that point?

Was also tempted to answer “no” But I answer double-yes: Yes, b/c even with few metadata, that looks like a legitimate HTML use case Yes, b/c it depends on the DOM (and what you describe suggests that it contains more than the initial doc)
