The US National Guard upon Arizona Governor Ducey's command can "engage in war" with an enemy named cartel, gangs, border. Can someone with knowledge of declarations of war explain? I am suffering obsessive rumination as that enemy could be anyone anywhere in this region. Help!

Granted by the Attorney General of Arizona, he can deploy the National Guard (troops have been there for months as it is) any time. If it doesn't happen I'm just a grief stricken widow making a scene, it's nothing important, just a declaration of war. Move along, nothing to see.
