"it's the law" and "we can avoid being sued" have been the most effective levers in corporate culture

In my experience, this route has worked in SBA culture over big corps who break laws and avoid action because they have in-house legal teams paid to interpret law. Corporations have slid around legal beefs far easier than NPO/NGOs, SBAs, .edu, .gov .mil. -the NSA was once exempt!
