Legacy issues are disconcerting as there seems no historic data as to the benefits and risks. What do you do when faced with an existing site like that now?

Our company offers a free website to customers using our ticketing platform. The free bit comes with limitations on customization, which is where we get to design out the legacy stuff over time. We do rolling upgrades to our legacy sites as time and client interest allow.
