That’s a self conflicting answer. If the item can semantically be described as the second most important hierarchical header on the page, it belongs in an <h2> tag, ya dig?

Hierarchical size order and semantic order aren't always tied together. Size !== semantic importance.

One thing to keep in mind here, I'm no good at the English language, there very well could be a disconnect between what my brain thinks and what you are reading. :)

What's your native language?

English 😆. I just have dyslexia, so there are challenges.

I was almost forced to take English as a 2nd language in college though because my professors thought I wouldn't pass my Freshman level English requirements. Speaking is no problem for me, but my reading/writing isn't fantastic.

You seem to write perfectly well to me. As for the dyslexia, is it a letter order issue or different? I have issues with language too, but they fall under OCD. For real :)

Mine are most memory based. I'll read the same line of a sentence twice and not realize it. I'll often read some words as completely different words that are similar shapes

I try to voice dictate a lot because psychologically my brain processes it better. I use a lot of text reading software.

I do too, mostly due to an issue with Dupyutren's Contracture in my hands. It's not painful but I get tired and get sloppy. Sadly, voice input is worse ;-)
