What I really want to know is. If cannabis was all a sudden legal to be grown by every citizen across this nation in any way shape or form, what would be the biggest issue citizens would have to face? And how long would that issue persist until a solution could be found?

The first two issues that come to mind would be policy regarding incarcerated nonviolent felons who got nailed for life because of 3 Strikes or the fact that they were people of color. I also feel that mandatory testing is part of responsible and clean distribution.
