No. Libraries are not artificial and by design contain but are not themselves intelligent. :)

AI today still is defined with a base of human/animal origin for what we term "intelligence." Hence the idea that some wish to eradicate the term as meaningless until intelligence is actually artificial. Web has libraries, but so do other Internet protocols - earlier than Web.

Sure, lots of systems function as libraries, that's definitely not exclusive to the web. I just don't really see how a system for sharing documents (and some other things) can reasonably called an intelligence. It's just a bunch of pipes! 😅

The non-linear storage of information combined with the anchor element mimics aspects of human memory. Computational cognition, linguistics, neuroscience and biology are where web (other networks too) ethology, behavior, robotics, Big Data are seeking hybrid and new life forms.
