It’s Python not Perl but if it needs interactivity and a database I generally start with django. Like all things there’s a learning curve but I can go from zero to website in a couple of hours. Happy to help you learn if you decided to go that way.

Well, you mentioned forms so that to me implies a database to save stuff into (I assumed comments?). For an uncomplicated site you wouldnt need much python experience, being able to understand sample code and put it together without errors might be enough but obvs more is better.
