Yes, you can do all of that just with CSS. Of course HTML required. But that's all u need. If you understand the humor of CSS for other staff, what was the purpose of this tweet?

CSS, HTML both require interpretation. That's not all you need. Browsers, OSs, TCP/IP, https, #a11y complete. UX/UI. The point? CSS is misused, misunderstood and is so abstracted it has lost a lot of declarative language. CSS != dynamic tech to me. Education is not consistent.

Historically other declarative languages (XML, SVG, SMIL, XHTML) were meant for some of those activities but were not implemented. Not to mention that many pro's can't articulate CSS terms and syntax, sort order, weight, inheritance, cascade, specificity, what media queries are.
