had the effect of favoring large service providers at the expense of small service providers because only large surface service providers can afford the legal teams necessary to navigate the government bureaucracy to make any changes for the good of their customers.

#NetNeutrality can be described in one paragraph. If the government chose to make a law that was one paragraph long, then I would be for it.
