HTML in 2021? programming. Otherwise, we'd have an open web stack, XHTML 2.0+ browsers that supported application/xhtml+xml. We do not build sites in a distributed linguistic way. We build apps for devices and downloadable desktop apps. Browsers might as well be OSs. Oh wait.
