For audits? Not a requirement in my book. Nic asked for audits. Not user testing. The terminology difference is clearly unclear. Your response Chas fits user testing far better than technical audits. Different animals 😀

In w3c spec parlance I suggest that the word should should be changed to must! I felt the same thing but I had a Harbinger when I spoke to the Indiana folks doing a history of web design for their PHD and while lovely guys had no fucking clue about ie6 or the CSS zen garden Etc

To choose by status over condition seems as unwise as skill over condition. Who can do the work thoroughly and authentically? Communicate it well? These general groups would be where my interest lies for audit. User testing is more specific and may require a given condition.
