Amanda, the news looks sunnier - Colleen @CoxHelp has differentiated that VPN clients are simply "unsupported" not violations.

As it turns out, a very nice online support person @coxhelp here on Twitter simply clarified VPN is unsupported - not TOS violation!
A less than nice tech support guy got mad at me for stopping him mid-sentence as he fussed with the script "how to reboot a modem."
I like the enthusiasm. Double-like it! Any reason specifically? Is it @kentcdodds and his resources, #strangeloop or yes to all!?
absolutely - and that's what I told the tech support guy. He was angry at me for correcting him mid-script :/
Support wasn't the issue @CoxHelp I needed clarification as to the statement that legal use VPN was against TOS. Misinformed support tech.
