SVG is a W3C specified technology that you can use for this kind of text manipulation over an image. Less complex tasks? CSS. (7)

SVG and CSS are ASCII Text formats (non-binary). As such, their information isn't "packaged" and can be readily manipulated. (2)

If the file is exported as binary, then yes, theoretically it would be inaccessible without additional info, such as alt text (1).

SVG is not in play in Pablo (to my knowledge) but is a great choice to keep 'em separated. Or, CSS for less complex work.
