A very savvy answer to the #HTML element question is <title> - it is what I would call a mission-critical element. Extremely important.

The one curious answer is <html> - in HTML it is actually rather impotent at this point. One might even suggest it's no longer root.

Okay, I'm laughing too hard. The answer is the anchor element: <a> - without it there'd be no hyperlink which is the core action of the Web.
