I once wrote a long, passionate email to www-style about the importance of better education. I was ignored but for one ass-tearing response.
@chriseppstein I got frustrated about CSS too, so I merely requested the current chair at the time, Bert Bos, if I could observe a meeting.
@chriseppstein No response means you're not yelling loud enough. Or, there's another role you're meant to play. Another door in.

@chriseppstein I disagree. If you want to be part of the Open Web process, knowing the diff between a draft and a spec is very important.
