FYI: CSS implementations are far more interoperable than before. We are now chartered to have two implementations before a module publishes.

Different animals IMO. This is open standards, vendors can extend how they want, but this is the core tech for all browsers.

No, modularization solved that. Each of these modules can be thought of as mini specs as they pass through to rec individually.
